Well, of course Politico is putting its Democratic spin on this. The “ceding of power” to the President is meant for the sequestration cuts only, not for future spending.
I kind-of agree with this proposal. The sequester’s across-the-board cuts treat all federal programs as equally important (or unimportant), and that just is not the case. So, it makes sense to allow the President some discretion in deciding where to cut.
Besides Defense (which is being kept separate anyway), is there any federal program that Republicans value enough to want to shelter?

I do not think it is serious offer.
More good reason to say the GOP is a branch of the Democratic Party at present: that Boehner has said that refusing to fund Obamacare is “not a goal” and that the House fully plans to fund its implementation, and that he trusts Obama “absolutely.”
It is very sad. The GOP leadership has, as academie suggests, become little more than a “go along to get along” wing of the Democrats. The rest of the party is fragmented with no compelling vision of the future sufficient to capture a majority in presidential elections.
